The short answer seems to be to blame environmentalists for eliminating phosphate from detergents (with the same move in dishwasher detergents having taken place later to similar effects). Note that water treatment plants can get rid of the vast majority of the stuff so I'm not sure that their removal was a good idea. (Queue the libertarians).
