If you read the news article, it mentions the reasons as having fewer sexual partners, and delaying this until later in life with no mention of "safe sex".

... or at least that's what CTV is claiming. It's about time! Of course, like the Canadian offshoots of most American firms, I'm guessing that they'll probably try to charge much higher prices. At least it should mean stronger competition.
