Oh wait... the government through the CRTC does just that. e.g. - $0.31/month for the Aboriginal People TV Network and $0.24/month for TV5 (French) being the fees charged for two mandatory channels with little viewership in English Canada. My general rule for TV (excepting a bit of Sci-Fi): if it's Canadian it's crap.
